New residential water meter may need to be “one household, one meter” in the future

A household, a table, and a cascade of water prices... Yesterday, the “Sichuan Provincial Urban Water Supply Management Regulations (Revised Draft)” proposed for consideration by the 23rd meeting of the Standing Committee of the 11th National People's Congress of Sichuan Province revealed these words that attracted the public’s attention. According to the draft proposal, in the future, new houses will be equipped with one household, one meter, and households will be metered, and household living water prices will also adopt a step-by-step measurement system. For those who fail to follow the prescribed water meter, they will be ordered to rework all, and the design and construction side shall be fined not less than 50,000 yuan and not more than 200,000 yuan. Those who refuse to correct themselves will be regarded as illegal construction and investigated and dealt with according to law, and urban water supply enterprises may not provide water for them. If the built residential houses and households' projects need to be reconstructed, the municipal water supply authority shall be responsible for organizing the reform plan and submit it to the people's government at the corresponding level for implementation.

Article 62 of the draft refers to the ladder-type measurement of the water price system for domestic water use by residents. Although no specific requirements have been made, specific implementation measures are proposed by the governments at or above the county level in accordance with the regulations and the local actual conditions.

The draft also stipulates that the urban water supply enterprises shall implement the open system for the disclosure of cost disclosure and pricing costs, and insist on the implementation of the hearing system and public announcement system for the price of water.
