1 Survey on Current Status of Measuring Instruments in Bazaar Market in Our City

1.1 Investigation

At present, there are more than 30 various types of bazaars in Anjo urban areas, and more than 3,000 measuring instruments in the bazaars that are subject to compulsory verification. Since September 2016, the Anyang Municipal Government has allocated special funds, and the Anyang Quality, Technology, Supervision, and Testing Center is responsible for the free verification of more than 1300 measuring instruments in 26 markets in the urban areas. The measuring instruments of the urban bazaars mainly consist of electronic scales. In the past, the fair scale of the urban bazaars was independently configured by market sponsors. 1.2 Problems Found

In recent years, the Quality Supervision Bureau of Anyang City has repeatedly organized the staff to supervise and inspect the use of measuring instruments in large-scale bazaars in the urban areas. We have occasionally spot-checked the markets in which measuring instruments have been certified to prevent some merchants from measuring instruments. Also found that some of the electronic scales that passed the test have failed. Because current electronic scale manufacturers do not produce products in accordance with the production standards for measuring instruments, the internal parameters of the scale can be directly modified on the electronic scale button panel. Individual bad merchants use this to make a fuss about the scale. After the quality supervisors had passed the electronic scale verification and pasted the certificate, they modified the scale and said that they were short of goods and were responsible for consumers. Doing a good job in the verification of measuring instruments, preventing shortages of both, and promoting fair trade are concrete manifestations of the promotion of harmony at all levels and departments. The management is responsible for the management of the use, maintenance, renewal and periodic inspection of the measuring instruments in the market, the registration of the uniformly configured measuring instruments, the filing with the local quality supervision department according to law, and the periodical application to the designated statutory verification agency on time. Compulsory verification, regular rotation of the same type of measuring instruments provided to business operators. In this market, there are basically no consumers complaining about the shortage of measuring instruments. Many street vendors in the bazaars do not have high income and are vulnerable groups. Exemption from compulsory inspection and measurement charges for measuring instruments and centralized configuration of measuring instruments will surely be greatly supported and welcomed by commercial and market operators. The efficiency of verification will surely increase substantially, and the interests of the general public will be effectively maintained.

3 Conclusion
