According to the technical personnel of the Traffic Police Corps of the Provincial Public Security Department, the modified motor vehicle equipment and components have changed, which has changed the structure and characteristics of the original vehicle engine, which has led to many hidden safety problems. In particular, gas cylinders are installed at the bottom of the vehicle and in the carriages. Once a vehicle collides with a rear-end collision during driving, it is prone to explosions, which can easily lead to vicious group traffic accidents. In the past two years, vehicles from “oil to gas” in Dunhuang and Jiayuguan in Gansu Province have had three major traffic accidents, and the number of casualties was over dozens. In Lanzhou City, there have also been many accidents caused by vehicles catching fire.
The person in charge of the Provincial Public Security Bureau believes that although “oil to gas” is an industrial policy that is currently encouraged, it violates the “Provisions of the People’s Republic of China on Road Traffic Safety” that prohibits changes to the structure of motor vehicles. The state advocates the promotion of dual-fuel vehicles, which means that it supports the development of dual-fuel vehicles instead of refitting the operating gasoline and diesel vehicles. At present, there are many automobile manufacturers in China that produce dual-fuel vehicles. The production technology has been strictly examined by the relevant national authorities. The safety system is much safer than the modified vehicle. Therefore, dual-fuel vehicles should be encouraged to be purchased directly from auto manufacturers, and self-revision is prohibited.
It is understood that in 1999, the Ministry of Science and Technology and the State Environmental Protection Agency took the lead to jointly organize the implementation of the “Air Purification Project—Clean Car Campaign” with several ministries and commissions. “Oil to gas” is one of the contents. The so-called "oil-to-gas" refers to the installation of natural gas or liquefied petroleum gas storage tanks, gas supply systems, and oil and gas transfer switches in automobiles to achieve both oil and gas use. According to incomplete statistics, as of now, there are 260,000 modified cars in China. But so far, whether the "oil to gas" is included in the scope of the license management, the state has no clear rules. This has also brought a lot of problems to the regulatory authorities. For example, there is no relevant standard for safety performance, and it cannot be confirmed whether the vehicle is qualified when the vehicle is modified. When punishing accident vehicles, there is also no relevant basis.
