Policies need to be more forceful

According to statistics provided by Zhang Hongmin, the use of waste rubber in Shandong Province is mainly based on used tires. The main use methods are the production of recycled rubber, rubber powder and tire retreading. There are more than 100 waste rubber comprehensive utilization enterprises in the province, with more than 200,000 tires being refurbished annually, accounting for more than 15% of the country's total production.

According to reports, in Shandong, Delta (Weihai) Huada Innovation Co., Ltd. and Race Wheels tire retreading plant is the largest tire retreading company, and its annual production capacity is only over 100,000, respectively. Other companies have only a few annual production capacity. Thousands to tens of thousands, and the United States a company's annual tire volume as high as 20 million.

“China's tire retreading industry is lagging behind. Apart from its own reasons, it also has a lot to do with the lack of policy support.” Wang Bo, deputy director of the Delta Group Technology Development Center, said that many countries and regions have implemented gratuitous use of used tires and recycled rubber. Products not only do not cost money, but also receive subsidies and products are all tax-free.

Zhang Hongmin said that in fact, as early as 2007, the relevant departments included the “Regulations for the Management of Waste Tire Recycling and Utilization” in the current year’s laws and regulations, and plans to provide strong support in taxation, funds, and other aspects. However, six years have passed and this regulation is still in the stage of soliciting opinions. In August of last year, the Ministry of Industry and Information Technology released the “Entry Conditions for Tyre Refurbishment Industry” and “Entry Requirements for Comprehensive Utilization of Waste Tire Industry”, but at present, the implementation situation is not satisfactory.

Due to the lack of policies and inadequate supervision, the entire industry is also difficult to regulate. Relevant person in charge of Qingyun Huatai Rubber Products Co., Ltd. said that although some used tire retreading enterprises already have production capacity, due to a large number of illegal tire refineries and refurbished small workshops to compete for old tire sources, it is difficult for retirees of used tires to establish stability. Renovation rate is lower than the world average

It is understood that in 2012, China produced 280 million waste tires, with a total weight of 10.18 million tons, ranking first in the world in annual production. However, what is embarrassing is that China's waste tire recycling rate is less than 50%, while developed countries are generally more than 90%. In particular, the rate of renovation of used tires in China is only 3%, which is not only far below the refurbishment rate of approximately 14% in the United States, the world’s largest tire refurbishment country, but also lower than the world average of 6%. At the same time, the external dependence of rubber resources in China exceeds 70%, which is even worse than that of petroleum and iron ore, far exceeding the warning line of national strategic resource security.

To this end, Zhang Hongmin suggested that as soon as possible through legislation, a strict licensing system should be adopted for the transportation, storage, treatment, and reuse of waste tires, and the encouraged and qualified tire recycling enterprises should be encouraged to enter the waste tire recycling field and be subsidized. And tax incentives, through economic leverage to increase the enthusiasm of formal enterprises engaged in the recycling industry. At the same time, the local government resolutely banned small oil refineries to increase the cost of environmental violations. In addition, we must actively support enterprises in the development of new technologies for the recycling of waste tires, and increase efforts to promote the process of high-tech industrialization.

Due to the widespread overload phenomenon in the domestic transportation industry, it is easy to cause early tire damage, such as carcass deformation, bulging, delamination, exceeding the wear limit, etc., and therefore cannot be refurbished, resulting in a huge waste of resources. Therefore, Zhang Hongmin also hopes that the state will promptly introduce policies to regulate the use of tires and reduce the production of "incorrigible" waste tires, so as to further increase the tire renovation rate and save rubber resources.
