The "Measures" stipulate that Hebei Province will provide official business vehicles, confidential communication vehicles, law enforcement duty patrol cars, sanitation vehicles, postal vehicles, school buses, urban and rural buses (including rural passenger vehicles), urban logistics and distribution vehicles, taxis, etc. 9 New energy vehicles are included in the scope of public services. During the promotion period, provincial finance subsidizes car buyers according to the 1:1 ratio of state subsidy standards.
At the same time, Hebei will gradually phase out fuel and gas buses in the city and replace new energy buses. Among the four-year replacement and new urban buses from 2016 to 2019, the proportion of pure electric buses reached 50%, 60%, 70%, and 80% respectively. The "Measures" pointed out that consumers who purchase new energy vehicles that meet the policy requirements are exempt from vehicle purchase tax, vehicle and vessel tax, and are exempt from vehicle license fees. New energy vehicles are driven on urban roads and are not subject to emergency response measures restricted by heavy pollution weather restrictions. For pure electric vehicles such as logistics distribution and postal express delivery that meet the safe passage conditions of urban roads, priority shall be given to pass permits.
Hebei will speed up the construction of charging facilities in the expressway service area. In 2016, the province's expressway service area will be fully covered with charging facilities to promote the inter-city operation of electric vehicles.
For new residential buildings, 100% of the parking spaces should be built to build charging piles or reserve construction and installation conditions; for old communities, specific policies should be formulated to support the construction of charging facilities; for individual parking spaces, each residential area and unit is in existence. Parking facilities are installed with charging facilities, and there is no need to apply for construction land planning permit, construction project planning permit and construction permit.
The "Measures" clarify the use of electricity for the operation of centralized centralized charging and replacing facilities directly to the power grid, and the implementation of large industrial electricity prices (excluding basic electricity charges before 2020); charging facilities installed in residential communities The electricity price is used to calculate the electricity price of the combined users in the residential electricity price; the electricity used in the charging facilities installed in the government, enterprises, public parking lots, and the electricity price of "general industrial and commercial and other" types are implemented.
The charging facility management enterprise may charge the charging service fee to the electric vehicle user according to the charging degree. The charging standard shall be determined by each city, but the upper limit standard shall not be exceeded. The service fee upper limit standard is tentatively set at 7 seats (excluding) or more than the passenger car 0.6 yuan/degree. , 7 (including) passenger cars and sanitation vehicles below 1.6 yuan / kWh.
