The NDRC emphasized that the state will increase the project's energy-saving and environmental protection threshold and the capital ratio of "two-high" industry projects, and guide financial institutions to strictly limit loans for industries with high energy consumption and excess capacity. While accelerating the elimination of outdated production capacity, this year it plans to shut down 15 million kilowatts of small thermal power units, eliminate 10 million tons of outdated ironmaking capacity, 6 million tons of steel, and 500,000 tons of paper. The central government will adopt a transfer payment method to reward the elimination of backward production capacity in economically underdeveloped regions.

In the next two years, the government will adopt financial subsidies to increase the promotion of energy-saving air-conditioners, refrigerators, and washing machines that meet the energy efficiency level 1 or 2 standards. This year, 100 million energy-saving lamps were promoted through financial subsidies, and pilot projects to promote the use of energy-saving new energy vehicles in 13 cities were supported.

In addition, the National Development and Reform Commission will continue to strengthen the evaluation of the target responsibility evaluation, carry out the 2008 provincial government and key enterprises of energy conservation and emission reduction target responsibility on-site evaluation and assessment, the assessment results to the public announcement, and implement the rewards and punishment measures.
