At the New Energy Vehicle and Lithium-ion Battery Forum held in Nanchang yesterday, Wang Shulin, head of the Automotive Expert Group of the National Development and Reform Commission, told reporters: “China’s new energy vehicle technical specifications will be released in the near future, and the new energy vehicle development plan has been submitted to the State Council by the National Development and Reform Commission. According to the reporter’s understanding, the relevant state departments will also launch five complementary measures for the development of new energy vehicles next year.

The “Automobile Industry Adjustment and Revitalization Plan” released in March this year has clearly stated that the electric vehicles in new energy vehicles will have the immediate goal of forming 500,000 capacity by 2011. It is understood that the cost of key components such as power batteries, motors, and power electronics accounts for 30%-50% of the total cost of electric vehicles. Wang Shulin said that the development of new energy vehicles is the best choice for fostering new economic growth points and new industries in the post-financial crisis era. "Two-type" society construction and implementation of "energy-saving emission reduction" strategy for China's electric vehicle industry has created a huge market demand.

The power battery is the core component of the electric vehicle. By the end of 2009, the annual production capacity of nickel-hydrogen battery and lithium-ion battery for domestic vehicles will exceed 140 million watt-hours and 900 million watt-hours respectively, and it is expected to further increase to 360 million watt-hours by the end of 2010. According to the battery capacity of 30 kwh per vehicle (about 200 kilometers for A-class vehicles), by the end of 2010, it could meet the demand for about 150,000 electric vehicles.

It is reported that compared with other countries, China's development of new energy vehicles has unique advantages. First, the macroeconomic policy orientation for the development of electric vehicles has basically taken shape. Second, China has a huge diversified market with obvious cost advantages. The price of lithium-ion battery in China is 3-4 yuan/Wh, which is much lower than that in Europe, America and Japan (about 14 yuan/Wh). The price of rare earth permanent magnet motor is about 60% of the current international price. In addition, China has more than 3.8 million tons of lithium reserves, ranking second in the world; China's reserves of rare earth resources are 65.88 million tons.
