The National Development and Reform Commission signed a letter of intent on cooperation with Caterpillar Inc., the world's largest machinery manufacturer, in Beijing on the 14th. In the future, the two sides will cooperate in the Chinese remanufacturing industry to promote the development of China's circular economy. The signing of the letter of intent signifies the birth of a brand new industry in China.
According to the cooperation letter of intent between China and the United States, Caterpillar will provide specialized technology to the National Development and Reform Commission and Chinese research institutions to support the development of China's remanufacturing industry. Caterpillar and the National Development and Reform Commission also agreed to set up a remanufacturing project cooperation team to discuss related issues of the cooperation project in detail and coordinate and promote further cooperation in sustainable remanufacturing and other fields.
Zhao Jiarong, Director of the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission, said that remanufacturing is a high-level form of renewable resource utilization. It uses advanced cleaning technology, repair technology and surface treatment technology to make used mechanical and electrical products achieve the same performance as new products and extend the service life of products. It not only makes full use of the secondary resources contained in used products, but also saves manufacturing new products. The energy, water, and raw materials needed will reduce the exploitation of primary resources and will facilitate maintenance and reduce costs.
She pointed out that although the new concept of remanufacturing is still not widely known in China, China has great potential for developing the remanufacturing industry. A large number of used mechanical and electrical products in China have provided conditions for the development of the remanufacturing industry. Take the automobile as an example, only Beijing has increased nearly 400,000 vehicles in the past year, and this year it has increased by more than 200,000. In 2005, there were nearly 1 million used motor vehicles in the country and the market has great potential.
Zhao Jiarong also disclosed that based on the in-depth study of the domestic and foreign remanufacturing industries in the first half of this year, the National Development and Reform Commission has proposed countermeasures for the development of China's auto parts remanufacturing industry. At present, the National Development and Reform Commission is studying the pilot program for the remanufacturing of auto parts. In the future, policies, standards, and regulatory systems for promoting the remanufacturing industry will be formulated on the basis of summing up the pilots.
