The second phase of the Huaihe River into the seawater is based on the first phase of the project. It expands into deep seawater tanks, expands the flood discharge structures of all the ports into the seawater, raises and reinforces the embankments of the seawater in the south and the north, so that the planning and design flow of the seawater intake will be changed from the current 2270 cubic meters per second increased to 7000 cubic meters per second, Hongze Lake flood prevention standards increased from once in 100 years to 300 years. After the completion of the project, it will not only be an important floodway for the Huaihe River to enter the sea, but also greatly increase the level of the navigation channel, expand the functions of navigation, ecology, and tourism. Experts on the site also put forward many scientific ideas from various aspects such as planning, design, tail water treatment, etc., and specifically recommended that: from the coastal hub directly into the sea, 21 km from the Hongze Lake to Huai'an plate gate section should be built as a channel shoreline. The Huai'an Canal North District drainage project will be included in the planning and construction.

When the temperature reaches the degree of 250 to 280, we will get the crude oil, the oil steam will be continuous produced until the temperature reaches 350-460 C; oil steam will flow through oil gas separator, light component will enter the condensers and meanwhile the heavy oil will be discharged automatically into in heavy oil tank. The liquefied part will be condensed as crude oil, and the part which cannot be liquefied will be transferred by the water seal back to the burning chamber to be reused as heating material.
