In November 2005, six departments including the National Development and Reform Commission jointly promulgated the “Circular on Organizing and Conducting Circular Economy Pilot (First Batch) Work†and announced that it includes seven key industries, four key areas, thirteen industrial parks, and ten List of 42 circular economy demonstration pilots in provinces and cities. Among them, remanufacturing is listed as one of the four key areas.
In March 2008, the National Development and Reform Commission initiated the pilot project for the first batch of auto parts remanufacturing industry in China that consists of 14 companies including FAW, China FAW, SAIC, Weichai, and Yuchai. Remanufacturing of automobiles and construction machinery is the most important remanufacturing field in foreign countries.
From September to October 2009, the National Development and Reform Commission launched a special investigation and research activity on “Remanufacturing Auto Parts Manufacturersâ€. Relevant experts in the field of domestic remanufacturing went to 14 remanufacturing industry pilot units in Anhui, Shanghai, Zhejiang, Hunan, and other provinces and cities. Subsequently, the Ministry of Industry and Information Technology initiated the remanufacturing pilot work of 35 companies in eight major fields, including construction machinery, machine tools, and remanufacturing industry clusters.
At the end of 2009, the Ministry of Industry and Information Technology formally commissioned the National Key Laboratory for Remanufacturing of Equipment for Remanufacturing to undertake the “Study on Technological Support System and Development Model of Remanufacturing Industry with Chinese Characteristics†to promote the improvement and standardization of the remanufacturing industry model with Chinese characteristics.
In May 2010, 11 departments such as the National Development and Reform Commission and the Ministry of Science and Technology jointly issued the "Opinions on Promoting the Development of Remanufacturing Industries" to guide the nation in accelerating the development of remanufacturing industries and to nurture the remanufacturing industry as the country's new economic growth point.
The emergence of remanufacturing mode with Chinese characteristics
The remanufacturing industry emerged in the United States in the 1940s and spread rapidly to other developed countries. In the course of nearly 70 years of development, the foreign remanufacturing industry market has grown rapidly. In 2005, it has exceeded US$100 billion. At the same time, a remanufacturing model suited to its characteristics has been formed.
Compared with foreign countries, the development of China's remanufacturing industry is very different from that of the manufacturing industry. Experts in the industry believe that China’s enterprises’ previous efforts in remanufacturing have promoted the formation of a remanufacturing model with Chinese characteristics, and the country should summarize it and further promote it.
Xu Binshi, academician of the Chinese Academy of Engineering, stated that the remanufacturing technologies in Europe and the United States have been developed on the basis of prototype products, mainly based on dimensional repair methods and replacement parts repair methods; while our country's remanufacturing is based on maintenance engineering and surface engineering. Developed. The disadvantages of the European-American remanufacturing model are the large consumption of resources and energy, and the low utilization rate of old parts, which is not suitable for the actual situation in China.
Xu Binshi said: "According to the actual situation of domestic remanufacturing, China has introduced a life evaluation and forecasting technique and a surface engineering technology that have not been used in foreign remanufacturing, and has explored and formed a support for the surface engineering technology to restore the size and enhance the performance, and to improve. The utilization rate of old parts is the core and the combination of production, study and research, and the cycle and economy's remanufacturing mode. This model is exactly the remanufacturing mode with Chinese characteristics.
The characteristics of the remanufacturing model with Chinese characteristics are very prominent. It not only uses traditional maintenance technology, surface technology, but also adopts emerging advanced technologies such as non-destructive testing, life assessment and prediction, and quality control. Its advanced surface engineering technology has greatly improved the utilization of old parts and reduced costs. Non-destructive testing techniques and evaluation methods such as eddy current testing and metal magnetic memory have improved the quality of remanufactured products.
Of course, the problem does not exist. The remanufacturing industry is still at a stage of development in China. Although the remanufacturing mode with Chinese characteristics is still in its infancy, it needs to be further consolidated. The policy restrictions and unregulated corporate competition that the remanufacturing industry may face pose a threat to the consolidation of results.
Some companies proposed that the state should further improve the scrap standards of related construction machinery, ensure the source of remanufactured waste products, timely adjust the restrictive policies on the development of remanufacturing industries, and allow qualified remanufacturers to recycle used products and remanufacture them; Comprehensive measures to strengthen the production and supervision of the remanufacturing industry, such as adopting a strict market access system and regulating the production and sales system of remanufactured products.

Promotion of Remanufacturing Industry Development Policy Measures
In order to promote the formation of a large-scale circular economy and cultivate new economic growth points, the National Development and Reform Commission will work with relevant departments to compile the “Remanufacturing Industry Development Plan†in the next two years, clarifying that China will promote the healthy development of the remanufacturing industry during the “Twelfth Five-Year Plan†period. Objectives, priorities, and safeguards. The National Development and Reform Commission stated that in order to regulate the recycling and sales system and strengthen market supervision, the state will encourage the establishment of remanufacturing information management systems, strengthen the management of classified recycling, improve the reverse recycling logistics system for used automobiles, construction machinery, machine tools, etc., and strengthen the dismantling of enterprises. Supervision to prevent the loss of remanufactured old parts. Establish re-manufactured product chain demonstration stores and after-sales service points; strengthen inspection and supervision of import and export of used mechanical and electrical products.
In order to speed up technology research and development and enhance innovation capabilities, the country will promote the inclusion of key technologies for remanufacturing in the National Science and Technology Support Program, focusing on research and development of products such as remaining life assessment, old nondestructive testing, and performance evaluation of remanufactured products. Accelerate the establishment of remanufacturing national engineering research centers and product quality inspection centers, and improve public R&D and technical service platforms. In order to establish a coordination mechanism and strengthen departmental cooperation, the state will establish a coordination mechanism for remanufacturing industry development led by the National Development and Reform Commission and related functional departments to coordinate resolving problems in the development of the remanufacturing industry and promote the healthy development of the remanufacturing industry.
